Matthew "Jerry" Glavy

Lieutenant General Glavy brings over 39 years of experience operating in the most challenging domains of air, sea, space, and cyberspace. From numerous deployments with Marine Expeditionary Units around the world to strategic operations at the highest levels of national security, his career represents an unmatched combination of operational credibility and technical expertise.

As Commanding Officer of Marine Helicopter Squadron One (HMX-1), he served as the President's helicopter pilot, ensuring safe and timely movement of the Commander-in-Chief aboard Marine One. As Commander of U.S. Marine Corps Forces Cyberspace Command, he led the transformation of global network operations, commanded Joint Task Force ARES executing offensive cyber operations, oversaw construction of a $200M cyberspace operations facility, and grew the command to a 3,000-person fighting force. He then stood up and led U.S. Marine Corps Forces Space Command, bringing the Marine Corps into the space domain.

His final assignment as Deputy Commandant for Information gave him responsibility for modernizing the Marine Corps Enterprise Network with hybrid cloud infrastructure integrating AI and machine learning capabilities, transforming the ISR enterprise, and managing a $3 billion annual budget. Today, he brings this wealth of operational experience to help organizations fight smarter against evolving cyber threats.

As COO, Jon turns Fighting Smart Cyber's mission into delivered outcomes. He brings over a decade in the DoD cyberspace and intelligence community — spanning defensive cyber operations, signals intelligence, linguistics, and capability development, including three Marine Special Operations SIGINT deployments — from hands-on defensive cyberspace operator on a Cyber Protection Team to directing multi-million dollar capability development programs.

He has led agile delivery at every level: Release Train Engineer, Product Manager, Scrum Master, and Agile Coach. Today, he remains a builder at heart, developing resilient DevSecOps platforms, cyber range orchestration environments, and agentic AI capabilities, all offline-first by design and engineered to run anywhere from the cloud to the disconnected tactical edge. That combination — operator's instincts, executive's discipline, engineer's hands — is how FSC ships what others only scope.

As CTO, Steve sets the technical direction that keeps Fighting Smart Cyber ahead of the threat. He brings more than two decades in the DoD cyberspace and intelligence community — spanning signals intelligence, digital network intelligence, and offensive and defensive cyberspace operations — from hands-on exploitation operator to Mission Lead at DARPA's Adaptive Capabilities Office, directing development of fully integrated, operationally employable kill chains.

He has guided cyber capability development at the highest levels: Technical Director of the Program Executive Office for Joint Cyber Weapons at US Cyber Command — overseeing a $150 million portfolio across more than 80 contracts — and Weapons and Tactics Director at Joint Force Headquarters–Cyber. Along the way he cut capability delivery timelines from two years to six months, fielded the first-ever cyber kill chain delivered to operations in five days, and championed DevSecOps pipelines and container orchestration for rapid production deployment. That track record — operator's depth, technologist's vision, director's discipline — is how FSC builds what the mission demands.
